Buy a LONG REACH (3/8 drive) 18mm socket, from Auto Zone. This one works fine, for the spark plug.

The vacuum hose, with the spring around is the one that gets connected to the petcock, so as to open the valve in the run position. It is not a good idea to use the prime position, other than to fill the float bowl after a prolonged period of inoperative sitting.

The other hose that you mentioned is a breather for the float bowl. It ordinarily gets routed up and into the frame tube.

I believe that your float is stuck, or the float shut off needle is dirty or worn. These conditions would cause flooding and yes spark plug fouling.
